Frequently Asked Questions

General Questions

How do I know if I qualify for a Transportation Wallet?

Answer these simple questions on this page to find out.

What is an Access Code and why do I need one to get a Transportation Wallet?

An Access Code is a verification of your eligibility and is required for some, but not all, Transportation Wallets. However, they are always required for the following Transportation Wallets:

  • Transportation Wallet: Northwest
  • Transportation Wallet: Central Eastside
  • Transportation Wallet: New Movers

Access Codes are either sent in the mail to a verified address typically within 5-7 business days after you answer these eligibility questions, or are issued by Portland Bureau of Transportation (PBOT) staff to qualified recipients. If you have an Access Code, enter it at transportationwallet.com to redeem your Transportation Wallet.

Can I use my virtual Hop Fastpass® card with the Transportation Wallet program?

At this time, the Transportation Wallet program cannot load funds or passes to virtual Hop cards (Google Pay™ or Apple Pay®).  Participants will need to use a physical Hop card to receive the Transportation Wallet benefits.

Can I use my existing Hop card to get a Transportation Wallet?

Yes! During sign up you can choose to use your existing physical Hop card. If you do not have one, select the option to get a new Hop card and we will send it to you in the mail pre-loaded with your benefits.

Parking Permit Trade Questions

Can I trade in my Northwest (Zone M) or Central Eastside (Zones G and N) Parking Permit in exchange for a Transportation Wallet?

Under certain circumstances, yes. Current permit holders in the Northwest (Zone M) and Central Eastside Parking Districts (Zones G and N) are eligible to trade in permit(s) for Transportation Wallet(s). Additionally, permit holders may receive free Transportation Wallets for each permit they are eligible to purchase but chose not to purchase during the permit year. Rules and restrictions apply.

For Residents: Trade in a current Zone M, G, or N parking permit in exchange for a free Transportation Wallet.

You will need the following:

  • Home address within the qualifying Northwest or Central Eastside Parking District areas. You must live in one of these districts. You are not eligible to trade in your permit for a free Transportation Wallet due to moving out of the district.
  • Parking permit number you are trading in.

How to trade your Residential Permit:

  1. Email PBOTParkingPermits@portlandoregon.gov with your name, parking Zone, permit number to trade in, and current mailing address.
  2. After verifying and processing your request, you will be issued a unique Access Code which will unlock your free Transportation Wallet.
  3. Visit transportationwallet.com, enter your Access Code where indicated, and follow the steps to finalize registration. Now your Transportation Wallet will be available to use!

For Employers: Trade in unused business permits in Zones M, G, or N for free or deeply discounted Transportation Wallets. Each parking district has distinct rules.

How to trade Business Permits:

  1. Apply online
  2. After verifying and processing your request, employers will be given Access Codes to hand out to staff. Each unique Access Code unlocks a Transportation Wallet. The number of Transportation Wallets is based on the number of permits being traded in.
  3. Visit transportationwallet.com, enter your Access Code where indicated, and follow the steps to finalize registration. Now your Transportation Wallet will be available to use!
